Auditor

Department: Auditing & Accounting
Job Status: Full-Time

$46,000 - $53,000

The NYC Campaign Finance Board (CFB), a nonpartisan, independent agency that enhances the  role of New York City residents in elections, seeks an Auditor for its Auditing and Accounting Unit.  We offer a dynamic work environment, training, growth potential, and excellent benefits.

Responsibilities:

  • Analyze financial records and disclosure statements for financial, compliance and investigative audits of political campaigns. Overtime will be required to complete work as needed.
  • Perform audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) and following internally developed specialized programs.
  • Manage assigned audit caseload in team structure.
  • Provide assistance in planning activities of the audit team during the post-election period and coordinating the team’s activities with other CFB units.
  • Prepare written reports and correspondence that are clear, concise, accurate and timely.
  • Communicate with campaigns in a professional manner and assist in providing guidance to campaigns on various audit and compliance issues.

Essential Skills:

Qualifications:

  • A baccalaureate degree from an accredited college and three years of experience in one or a combination of the following: financial administration, accounting, compliance or investigative auditing, fraud reviews, working with a large public or private concern in budget administration, economics, finance, fiscal or economic research, fiscal management, personnel or public administration, program evaluation; or a related area; OR a satisfactory combination of education and experience in the areas described above. 
  • New York City residency must be obtained within 90 days of starting the position.
  • Previous experience in performing audits in accordance with Generally Accepted (Government) Auditing Standards strongly preferred.
  • A master’s degree is not required but will be a plus.
  • Ability to work overtime when required.


Senior Auditor

Department: Auditing & Accounting
Job Status: Full-Time

$64,000 - $72,000

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks an experienced audit manager to serve as a Senior Auditor in its Auditing and Accounting Unit. The Unit’s core function is to perform detailed, timely audits of campaigns’ financial disclosure statements and supporting documentation in accordance with Generally Accepted Government Auditing Standards (GAGAS). Responsibilities:

  • Manage a team of auditors; supervise, train, and evaluate auditors in performing audit work in accordance with Generally Accepted Government Auditing Standards (GAGAS).
  • Perform complex compliance, investigative, and financial audits of political campaigns. Overtime will be required to complete work as needed.
  • Coordinate team assignments for auditors.
  • Review the work performed by auditors; approve work papers, audit findings and audit reports.
  • Communicate with management and other CFB units on various audit and compliance issues.
  • Participate in planning activities of the audit team during the post-election period and coordinating the team’s activities with other CFB units.
  • Assist other CFB units in compliance, investigation and enforcement actions.
  • Prepare and present trainings for staff.
  • Assist in hiring of Audit staff.

  • A bachelor’s degree from an accredited college and at least three years of experience in one or a combination of the following: financial administration, accounting, compliance or investigative auditing, fraud reviews, forensic accounting, budget administration, economics, finance, fiscal or economic research, fiscal management, personnel or public administration, program evaluation; or a related area; OR a satisfactory combination of education and experience in the areas described above.
  • New York City residency must be obtained within 90 days of starting the position.
  • Previous experience in performing audits in accordance with Generally Accepted Government Auditing Standards.
  • Previous supervisory experience strongly preferred.
  • Ability to work overtime when required.


Operations Coordinator

Department: Executive Administration
Job Status: Full-Time

$55,000 - $60,000

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks an Operations Coordinator.  The Operations Coordinator is responsible for the inventory of the computer and electronic equipment, equipment purchasing, maintenance contract and licensing renewals, and will provide support for all capital projects and to the Executive Administration staff.  The Operations Coordinator will report directly to the Chief of Staff.

Responsibilities:

  • Responsible for the computer and electronic equipment inventory and conducting annual audits.
  • Assist Systems Administration Management with the negotiation of new software and hardware agreements.
  • Assist Systems Administration Management with the purchasing of hardware, software and IT services.
  • Track contracts for Systems maintenance and services (e.g., Microsoft Premier Services, software maintenance, licensing, ITCS, etc.)
  • Assist the Chief of Staff with all capital projects, agency-wide projects and day to day work of the Operations Division.
  • Provide administrative support as needed.

Essential Skills:

  • Strong work ethic and meticulous attention to detail.
  • Must be accurate and efficient, high energy, comfortable performing multifaceted projects in conjunction with day-to-day activities
  • Excellent analytical skills and good reasoning abilities and sound judgment.

Qualifications:

  • Candidate must have at least 3 years work related experience and/or a college diploma.
  • Strong computer skills, particularly in Microsoft Word, Excel and Powerpoint and ability to learn new systems quickly.
  • Knowledge of NYC purchasing preferred.
  • Broad knowledge and experience in office administration, inventory maintenance, and developing procedures.

Executive Assistant

Department: Executive Administration
Job Status: Full-Time

$55,000 - $75,000

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks an Executive Assistant.  The Executive Assistant will provide administrative support to the Board and the Executive Director and report directly to the Executive Director.

Responsibilities:

  • Administrative support, including answering telephone calls, preparing correspondence, and file maintenance
  • Schedule and coordinate meetings for Executive Director; maintain schedule and documents as appropriate
  • Prepare documents for electronic transmission to Board members, confirm attendance, track and prepare per diem reimbursements
  • Assist agency in day-to-day operations

Essential Skills:

  • Capable of working independently
  • Must be accurate and detailed oriented
  • Excellent written and verbal communication skills
  • Ability to practice a high level of confidentiality

Qualifications:

  • Candidate must have at least five years of work experience, at least two of which as an executive assistant or equivalent.  You may substitute up to three years’ experience with a bachelor’s degree.
  • Strong computer skills, particularly Word, Excel, and Power Point and ability to learn new software as needed

.NET Developer (Seasonal - 18 months)

Department: Systems Administration
Job Status: Full-Time

$90,000–$95,000

The CFB seeks an experienced full stack .NET Web Developer. Under general supervision, with broad scope for the exercise of independent initiative and judgment, this developer is responsible for the system analysis, technical design, development, testing, enhancement, and maintenance of various applications that support the Agency’s business functions. The selected candidate will be required to perform tasks related to the development of software applications, Umbraco CMS, and data transformation activities for the Agency.

Responsibilities:

  • Responsible for full software development life cycle, including user interface design, database development, back-end architecture, deployment and maintenance of the defined solution based on business and functional requirements.
  • Design, write, unit test, and document application code to successfully deliver secure, robust, transactional and service oriented architectures.
  • Understand the Agency’s strategic initiatives and develop technology solutions that deliver the required business value.
  • Understand complex business processes/applications with intent to re-write/enhance using current tools/technology.
  • Provide supporting documentation for all phases of development/implementation.
  • Develop technical specifications, including data flow diagrams.
  • Maintain data security and internal controls of environment to adequately protect Agency assets and records.

Essential Skills:

  • Strong demonstrable experience in systems architecture and N-tier application development using Microsoft’s web technology stack (ASP.NET MVC, C#, IIS6/7/8, ADO.NET, Entity Framework, SOAP/REST Web Services including Web API and WCF, Http Handlers, Http Modules).
  • Strong experience implementing standards based front-end development (HTML5, XHTML, JavaScript, CSS).
  • Experience with scripting languages including JavaScript (intermediate to advanced level) jQuery and data exchange formats (XML, JSON, SOAP) in a service oriented or micro services architecture.
  • Experience with Responsive Web Design (RWD) patterns.
  • Ability to build/create/maintain application databases utilizing MS SQL Server (2008 and above), including SSIS, TSQL, stored procedures, functions & performance tuning.
  • Ability to work in a fast paced environment, recognize and react to changing business needs and effectively prioritize tasks.
  • Must be self-motivated and able to work both independently and in conjunction with team members and business units. Enthusiasm and flexibility to work on a variety of projects are necessary, as well as the ability to rapidly acquire new domain familiarity.
  • Ability to meet deadlines, identify issues and resolve with minimal direction.
  • Ability to analyze, document and validate software requirements.
  • Experience with the Software Development Life Cycle Methodology (SDLC) and Agile development methodologies.
  • Experience reverse engineering legacy monolithic client-server applications and reengineering and rewriting in segments in a loosely coupled service oriented architecture.
  • Ability to speak and write clearly and succinctly in a variety of communication settings and styles.
  • B.S. in Computer Science or related discipline.

Qualifications:

  • 4+ years of development experience.
  • 2-3 years of experience with ASP.NET MVC 4/5.
  • 3-4 years of experience with C#, .NET, Visual Studio, ASP.NET, IIS.
  • 3-4 years of web application development including JavaScript, XML, AJAX.
  • 4+ years of experience with MS SQL Server, T-SQL, Tables, Stored Procedures, Views.
  • 2+ years of Entity Framework (EF) experience.
  • 2+ years of Web Services/WCF/Web API experience.
  • 1-2 years of experience in designing rich dynamic web applications using HTML5 features along with Responsive Design using CSS3.

Preferred Qualifications and Experience (not required):

  • AngularJS.
  • ReactJS or ReactJS.NET.
  • TypeScript.
  • Basic graphics editing using Photoshop.
  • General understanding of good UI/UX design.
  • Agile Scrum development methodology.
  • Knowledge of performance tuning, security, scalability.
  • Proficiency in writing unit tests and using unit testing frameworks.
  • Experience with Dependency Injection frameworks (Ninject, Unity).
  • Experience with Team Foundation Server (TFS) or comparable Source Control tools.
  • Experience with Bootstrap templates.
  • Experience with Story Boarding tools such as Balsamiq or PowerPoint Story Boarding.


Business Systems Analyst

Department: Systems Administration
Job Status: Full-Time

$70,000 - $90,000

The New York City Campaign Finance Board seeks an experienced Business Systems Analyst. We offer a dynamic work environment, training, growth potential, and excellent benefits. Applicants must possess a B.S. or B.A. in computer science, management information systems, or a related discipline.

Responsibilities:

  • Identify, assess and document end-user requirements
  • Translate user requirements into functional and non-functional specifications
  • Design applications to satisfy all specifications
  • Monitor the development process to ensure compliance with system design
  • Create and execute comprehensive system test plans
  • Perform QA assessments to ensure that all specifications, fixes and enhancements are correctly implemented
  • Oversee the UAT process
  • Develop e-learning materials and provide training to users on new/enhanced systems

Qualifications:

  • 3+ years’ experience as a Business Systems Analyst with similar responsibilities
  • Proven ability to quickly assimilate new domains
  • Strong written and oral communication skills
  • Familiarity with project management best practices, processes and knowledge areas
  • Strong analytical and quantitative skills
  • Ability to collaborate with cross-functional teams
  • Knowledge of Microsoft Office Suite is a must
  • Proven ability to meet strict deadlines and work well under pressure
  • Knowledge of T-SQL, Windows 7, MS Project and MS Visio
  • Experience with Team Foundation Server (TFS) and Agile methodologies are a plus
